Joblessness and underemployment among youth are two of the most challenging economic and social problems that policymakers face in developing countries.  One of the primary reasons of the young unemployment and failure to satisfy the expectations of the newly graduate professionals in the European scale where Turkey takes places within is insufficient cross-cutting capabilities based on ICT such as e-leadership skills. This leads to failing to satisfy the capabilities of employment of qualified graduate and young workforce, in return. For the most countries, lower educated people experience worse employment conditions and have been most hard-hit by the crisis. Significant percentage rates are generated in Turkey (21), Italy (25.2), Greece (47,6) and Portugal (42.3), where between one in five and one in four 18-24 year-olds are neither in employment nor in education and training.

Past developments have shown that ICT-related occupations are much more resistant to crises than most other jobs. The market absorbs more than the annual output of ICT graduates from educational institutions. Consequently, today, investing in e-skills entails even greater opportunities and fewer risks. European Commission’s Publication “e-Leadership Skills for Competitiveness and Innovation” (2013), the job market demand rises by 227,000 e-leaders to a total of 915,000 people annually Europe-wide, including Turkey. There is a huge opportunity for job creation and growth which Europe should not miss. Yet, economies cannot meet the adequate qualified supply.

Global Innovative Leadership Module (GILM) project believes that one of solutions for the current young unemployment passes through the university or development and training on the ICT based capabilities after graduation. The growing importance of ICT for both business operations and innovation is an opportunity for professionals and youngsters who are e-skilled. These competencies are critical for fostering both jobs created by existing companies through innovation and growth as well as self-created jobs by entrepreneurs (including social entrepreneurs) who leverage technology to create new products, services and business especially for young people.

The project aims to build competitive knowledge-based European youth societies through developing their techno-entrepreneurial potential and creativity competencies; and to transfer these into a workable solution against youth unemployment by closing the gap between the more advanced and successful EU members and the countries lagging behind. Project will encourage European partnership at a multi-level platform by linking the institutional environment –local authorities, business, NGOs, with the high educational institutions to operationalize a cross-sectoral and transparent European cooperation in education and training

In this scope, 6 different partner projects from 4 different countries have been prepared and overseen the following conclusive objective;

It fits with the main goals of Erasmus+ Strategic Cooperations -in terms of promoting the start of the innovative experiences in the fields of education, instruction and youth; ensuring the increase of the capacity of young employment and their participation to the labor force- by supporting open education resources, open and flexible learning, virtual mobility and other innovative learning methods.  Besides;

* to enable youth in e-leadership on the purpose of decreasing the young unemployment in the direction of the certain vocational and personal needs of the young, to enable them to know their sufficiencies and improving their capacities.

* to learn using ICT based tools and methods for the purpose of job creation/employability alongwith the taking an active lidership role in changing progress

*To make a notable contribution to Turkey’s reaching the Europe 2020 goals about employment and growth, and basic goals in the fields of education and employment by presenting an innovative solution approach to the young unemployment issue.

*To develop a Young E-Leadership Program of international participation and quality, which is capable of being suitable for 18-30 age range youth, completely based on non-formal education form, applicable and innovative, with the help of academics, professional youth researchers and specialists.

* To conduct the pilot study of the program to be developed with the participation of the young coming from different countries and to put the program into final form.

* Producing open source resources on the purpose of sharing the program with the public .

* To enhance the ideas’ variety and quality which are put forth to solve the problems by developing a sample strategic cooperation with the participation of colleges, non-governmental organizations and private sector.

* To enable our country to be the leader of a program which is going to be applied in various European countries, to contribute to the improvement of institutional bodies.


GILM project is funded and supported by Republic of Turkey Ministry of EU Affairs and Turkish National Agency and it will continue for two years. Alongside Bahçeşehir University as a project coordinator, 5 different organizations are taking part in the project as Development and Innovation Office from Turkey, Futuro Digitale from Italy, InterMediakt and Institue of Entrepreneurship Development from Greece, EDUGEP from Portugal as of project partners.
Thanks to the training module and online platform that are produced in our project, it is aimed to provide advantage and preparedness for young people in business life. In this context, it has left behind the first year of our project. During this one year period steps that are left behind as follows;

In the following process, after e-learning platform and outputs are finalized, the project is planned to be completed successfully with the dissemination summit, local workshops, and sustainability actions.
